The Game of Empire

In the distant future the Terran Empire extends to many solar systems and includes non-human species of intelligent life. A top Admiral leads a rebellion against the incumbent emperor on the grounds that he is incompetent. He has loyal followers, but most people and other subjects have no enthusiasm for either side.
