The Weapon Shops of Isher

A sci-fi novel set in the year 4785 on Earth, which is the capitol of the Isher family empire currently headed by a 25-year-old empress. The weapon shops are independent of the empire and act as an escape valve in case people come to think the government is becoming oppressive.

This good idea is gummed up with time travel and psychic sub-plots.
